Russian drones struck Kyiv's Southern Bridge four times in two days and hit the grounds of a nuclear research institute in the capital, while Ukrainian forces conducted deep strikes on oil facilities in Russia's Samara and Volgograd regions [1][6][18][23]. The strikes — the first major attacks on one of Kyiv's main crossings since the February 2022 invasion — forced the closure of the Southern and Paton bridges, disrupting traffic across a city of three million, and were accompanied by a separate drone strike on a residential high-rise that killed one person [4][19][27]. Russia's Defense Ministry said it targeted a road and rail bridge used for Ukrainian military logistics and an electrical substation west of Kyiv [6][19]. Kyiv Mayor Vitali Klitschko said Russia is "tearing Kyiv apart" and that the city is «au bord du précipice» (on the edge of a precipice) [4][27].

The drone strike on the Institute for Nuclear Research, which houses a Soviet-era research reactor, did not damage the reactor or its safety systems, and radiation levels remained within natural background, according to Ukraine's State Nuclear Regulatory Inspectorate, which called the attack "an attack on a peaceful nuclear facility" and "a war crime" [37][18]. IAEA Director General Rafael Mariano Grossi warned that "military activity near a nuclear facility, regardless of whether the nuclear facility itself is intentionally targeted, increases the risk of a nuclear accident" [36]. President Volodymyr Zelenskyy told the Financial Times, citing intelligence, that Putin ordered military commanders to «отказаться от правил» (abandon the rules) in strikes on Ukraine, shifting to schools, telecommunications nodes, and data centers [25]. Kremlin spokesman Dmitry Peskov said Russian forces do not strike schools and hospitals [25]. Ukraine's Ministry of Education has documented more than 4,700 attacks on educational institutions, and the WHO has confirmed strikes on more than 3,000 medical facilities since the full-scale war began [25].

Ukraine simultaneously announced strikes on oil facilities in Samara and Volgograd and what Zelenskyy described as "successful operations" against airfields, industrial facilities, oil refineries, a missile and space center, and an ammunition depot across several Russian regions [6][7]. Volgograd Governor Andrei Bocharov said a mass drone attack damaged an apartment building and injured one person [14]. Russia's Defense Ministry said it intercepted 646 Ukrainian drones overnight [14]. Putin said Ukrainian refinery strikes cost Russia about 1% of GDP and framed Russian attacks on Ukrainian economic targets as a direct response, saying "they started it" [4][32]. Peskov said Ukraine «tiene que pagar un precio» (has to pay a price) for its Black Sea attacks and that Russia aims to completely halt maritime deliveries of military supplies to Ukraine [22]. Ukraine's General Staff reported Russian personnel losses of 46,230 in September, the highest monthly figure of 2026, while the Institute for the Study of War assessed Russia's net territorial gains this year at 148 sq km, far below Russia's claimed figures [2][12].

Putin told the Valdai Forum that a direct attack on Russia, including Kaliningrad, would "inevitably and immediately" put the use of all weapons at Russia's disposal on the agenda [8][24][32]. Russian ambassador-at-large Rodion Miroshnik said any threat to Russia's sovereignty would meet "a response without limits" [21]. NATO Secretary General Mark Rutte confirmed the alliance received Russia's communication, urged Moscow to "stop the nuclear threat," and said he does not take Putin seriously [9][21]. Latvia's President Edgars Rinkevics said Latvia could host nuclear weapons if NATO decides [9].

Ukraine's Energy Minister Denys Shmyhal shared an intercepted Russian plan with European partners detailing a winter campaign using up to 1,000 missiles, drones, and bombs against power substations, hydro and thermal plants, and water systems, aiming to cut electricity and heat by 90% in Kyiv, Kharkiv, and Odesa [15]. The WHO warned that continued attacks on energy infrastructure could leave millions without basic services in freezing temperatures [48]. Ukrenergo urged consumers to shift intensive energy use to off-peak hours after strikes cut power in five regions [18]. In Russian-occupied Oleshky, EU Commissioner Hadja Lahbib called the situation "appalling," saying civilians are trapped without food, medicine, or clean water [7]. Residents described eating one meal a day of plain bread, and volunteer Ksenia Arkhipova said she has compiled a list of around 1,200 people who died in the city [38]. Russian Foreign Ministry spokeswoman Maria Zakharova blamed Ukrainian attacks for cutting off Russian aid to the city [7].

Zelenskyy said Russia's ability to sustain its drone campaign remains "critically dependent on foreign components" from Europe, the United States, China, and Japan, among other countries, and called for stronger sanctions on supply chains [34]. A Reuters investigation documented Chinese L550E engines routed via front companies to Russian drone maker IEMZ Kupol, mislabelled as industrial refrigeration units [41]. China's foreign ministry said it was unaware of the exports and opposed unilateral sanctions lacking UN Security Council authorization [41][46]. The EU adopted its 20th sanctions package targeting Chinese and Hong Kong entities including the Xiamen Limbach engine supply chain [47]. Ukrainian Air Force spokesman Yuriy Ihnat said Ukraine intercepts only about 60% of Russia's new jet-powered Geran-5 drones, compared with 95% for other drone variants [5]. President Zelenskyy has separately put the interception rate for jet-powered Shahed-type drones at 55–57 percent [2][23].

Ukrainian military intelligence warned that Russia's special services have been tasked with increasing hybrid operations in EU and NATO states, including sabotage, arson, and attacks on Starlink ground stations [28][30]. Germany formally accused Russia of an August drone attack on a Ukrainian cargo aircraft at Leipzig Airport [30]. Chancellor Friedrich Merz said Germany is "preparing for major hybrid attacks" [8]. EU Defense Commissioner Andrius Kubilius said any Russian targeting of EU countries must be met with a response «Eğer Rusya tarafından hedef alınıyorsak, cevabımız da en az bu saldırılar kadar Moskova için can yakıcı olmalı» (at least as painful for Moscow as the attacks) [9].

Russia's draft 2027 budget raises defense spending to 17.1 trillion rubles ($205.2 billion), a post-Soviet record, while cutting healthcare, education, and social programs [31]. Economist Boris Grozovsky said "everyone will pay for the war, as much as they can" [31]. The Levada-Center reported 59% of Russians favor peace talks and 31% favor continued military action [44]. Putin dismissed Ukraine's proposal for a mutual halt to strikes on shipping and refineries as "absurd" [32] and called for negotiations based on battlefield realities [10]. India's Prime Minister Narendra Modi has consistently raised the need to end the war, Putin said [16].
